Minutes of the Carpenters Connect Steering Committee held on 20th Sept 2004

The meeting was called to order at 3.06 pm by the chair, Aniekan Umoren who welcomed everyone. Self-introductions were then made after which the last minutes were adopted.

1.          Minutes of the last meeting and matters arising

1.1       The minutes of the meeting held on Monday 19th July were agreed.

2.          Project Funding update & consequential issues.

2.1        Richard Stubbs talked us through the handout

2.2            Unfortunately, Lorraine was not in to put in the papers for the next quarterly advance payment claims. Hopefully this should be done soon.

2.3            Newham.net has received the £6,000 held back by Rooff Ltd.

2.4       No money for H2H from the Newham Training Network yet but it is almost certain that we shall get the money.

2.5            Unfortunately it was not possible to claim support from Sure start as very few people turned up for the training.

2.6       H2H/RegenTV project now underway. £50k will be made available to the Media Trust for it works. This £50k will be used as match against ERDF though there are still some details to sort out.

2.7       Nicola explained that she has been able to complete all the scheduled trainings. She was also able to produce and direct a few short films, which are now on the system.

3.          Masterplan, decant & consequences

3.1       Pauline explained that there was a meeting with the Masterplan - Broadway Maylan, the Council and the TMO board members in which the future of the tower blocks were discussed. Since the servers are in one of the Tower blocks, and the edit suite in another, there was an interesting general discussion about a lot of things from various angles including the impact on TMO and the future of Carpenters Connect. It was agreed that it would be a shame if a pilot project like CC were to disappear from Newham particularly as the first deployment of RegenTV would be in Tower Hamlets.

3.2       The future of the masterplan itself was also discussed but since a reply to a letter sent to the Council is yet to be received, Pauline will give a feed back in another two months.

4.      STB & RENT ARREARS

4.1       Richard Stubbs outlined the suggestion that had been made by someone in Housing that set top boxes be withdrawn from people with rent arrears. A discussion then followed and was decided that such act would undermine the purpose of the project and the independence of H2H.

4.2            Suggestion was then muted that the Council could advertise on the system and use it as a medium of educating the general public.

4.3       No support was given to the proposal and Pauline was mandated to give a formal reply to the Council on behalf of the steering group.

5.           Home 2 Home

5.1       Nicola reported that eleven new films are now on the system. Proposal and work is underway to have a news report fortnightly

5.2       London Olympics Team came for talks but with their limited resources it is unlikely that money could be spared for any job with us.

5.3       Simon was also mandated to draft the job specs for the Dev manager and the community enterprise.

6. Technical issues & service “relaunch”.

6.1       Richard Overton reported that the game server was down and that the Council promised to repair/fund the repair.

6.2             Although 16 programmes are advertised there are actually about 60 available if they were added to the interface.

6.3            Suggested a relaunch to encourage and rekindle residents’ interests on the system. Questions were asked on the type of relaunch – a birthday bash or a formal do?

6.4       R.O. said a bash would do and would need just £500 to have a good bash. R.O. was then asked to do a budget while Aniekan promised to look into the funding part and get back to him.

6.5       Impact of Regentv on the Estate will be low initially. Although Regentv is faster, CC has more content and capabilities. It is hoped that it will be possible to develop a hybrid system that allows us to use most of the new RegenTV system whilst incorporating things like the video games.

6.6       Various reports are also to be written which will include one by Simon, which will look into H2H as a community enterprise. Another will be on the need for more staff, H2H as template and the video history.

7.School, Carpenters College, police station & pub

7.1       Nicola had a promising meeting with the school. Intends to set up a video club at the school which will not only get parental backing it will be easier to get parental consent to film the children.

 

7.2             Although a film was made with the College before, Nicola is yet to approach them with any new proposal but she hopes to do that soon.

 

7.3       A key is needed so as to complete the work in the Police shop.

 

7.4       The Pub is wired but the licence ran out before work could be completed. Luckily the company decided to give us free though the kiosk still has to be installed.

 

7.5       The Doctor’s surgery will be looked into so that it could be wired up.
