1.1 (1.1) Concern was expressed that there may be a restriction of use of the Learn Direct Centre to those on courses. Agreed that whereas we were happy that the availability of courses is promoted to Centre users a restriction of this type would not be acceptable and indeed would not comply with the UKOnline branding requirements so could not be implemented.
1.2 (2.4) Rick Smith confirmed that the funding for new equipment had been agreed.
1.3 (4.0) MT had not approved final leaflet draft, however the point was made that if the leaflet hadn’t been printed the funding for it would have been lost.
1.4 (4.5) MT and BT had met and agreed particulars of video to be produced.
1.5 (6.2) Richard Stubbs apologised as had overlooked Rick’s offer to chase up DTI re. Telecoms licence approval. Will give Rick contact details
1.6 (8.1) MT continuing discussions with Newham College re student video production. Richard Stubbs would provide Annie with another contact for UeL in addition to Tony Klinger.
1.7 (8.2) Richard Stubbs needed to confirm attendance at the WuC Conference on 18th and 19th April, he very much hoped that someone from the Media Trust would be able to go due to theme of Conference. Annie agreed to ask Carole. Satnam and Richard Stubbs had confirmed they would be going and it was thought that Tee also intended to come.
2.1 Richard Stubbs presented the main features from a written report on technical progress.
2.2 Noted there were problems getting Media Trust produced videos to work on the system need to be resolved.
2.3 Noted that although the video and boot servers were set up there were still a good number of servers to be purchased and/or installed. IVision leading on this.
2.4 Estate cinema should be completed by the weekend.
3.1 Annie Keane reported on a session that had been run by David Wilcox that had discussed the issues involved in managing the services. It was agreed that Annie Keane would write the main points coming out of the session and produce a set of draft editorial guideline for the “home 2 home” service.
3.2 The edit suite should be operational in a couple of days. Shutter is to be re-installed
3.3 Richard Steel to check with Council re insurance cover of equipment
3.4 The leaflet had been produced. No other promotional activity planned at present though video production continued.
3.5 Media Trust was responsible for branding and promotion of Carpenters Connect and Home to Home and would develop service image.
4.1 START HERE – Richard O will test the new version as soon as an Internet connection was available. Brian T. had said at last meeting he would provide the latest version on a CD
4.2 MUSIC – Annie said that discussions re licence were still underway and she hoped would be concluded within a week. It was thought that DkTVs existing licences would cover newham.net’s use on the estate though we should get a copy of the licence to check. Richard Stubbs to follow up
4.3 VIDEO on DEMAND – Agreed MPEG 1 with MPEG 2 transport stream initially.
4.4 ESTATE PORTAL – Internet Vision to implement. Richard Overton said that only some type of chat software would function on the set top box. Basically autorefresh works but not that which refreshes as users type.
4.5 MEDIA TRUST VIDEO – Cyberangels. Three programmes are being made aimed at children, teens and adults. Everything had been done at very short notice. Next visit and launch event was 6th and 7th of June.
4.6 PLATO – Paul Whiteman said to liase with Graham Pragnall re the material for primary schools.
4.7 FREE TO AIR. Tony Klinger still trying to get an answer from Sky.
4.8 INTERNET FILTERING – Paul Whiteman suggested Graham Pragnall could advise.
4.9 BBC – Decision to be made on participation in May
4.10 MICROSOFT – Richard Stubbs to sort out what software can be installed and what happens now that the promised agreement has not happened as result of a Microsoft change in a product launch date.
4.11 UKONLINE – Richard Stubbs to contact Sally Meecham
5.1 END USER LICENCE AGREEMENT - Waiting feedback fro Brian who is getting LBN Legal to consider End user License agreement for final approval. Also still need to know whether we can produce a simplified edition whilst the “legal” more detailed one takes precedence. Brian to check with Legal Dept about translation and the possibility of publishing a document that is not “legal” but gives the basic information
5.2 SRB FUNDS- Linda, Brian and Richard to meet SRB to sort out but they have not got the time to meet us until April. Need to ensure position re workers wages is covered
6.1 PROGRESS – Richard Stubbs’ report was noted.
6.2 LAUNCH - We agreed to aim for a formal project launch towards the end of June. Public figures to invite would include the new Mayor, Stephen Timms MP (schools) , Tony Banks (constituency), John Healey (Minister with WuC responsibility), Peter Naylor (E Learning Foundation), Worshipful Company of Carpenters all to be invited along with all project partners.
7.1 SURE START – Agreed to pay for painting of hall.
7.2 CARPENTERS SCHOOL - Jan Bless reported on progress. The ICT suite is being installed over the Easter break and the eLearning Foundation has been both helpful and pragmatic in terms of spending requirements. The fibre link from the school to the WuC network is being put in and Jan wants to ensure that content available through the WuC network is accessible within the school. It would be helpful if there was a clear project plan saying when everything was going to happen. Paul Whiteman affirmed that the Education Department was keen to see the best possible network connectivity between the school and the estate network.
7.3 HANSARD SOCIETY – We need to provide information on the software we have that can support online discussion as their deadlines are approaching. It was noted that this is tied up with sorting out the portal and network identity issues though as a fall back a Web conferencing system could be used.
7.4 TRUE VOTE - No update on progress available.
7.5 3D Democracy – Decision to be made by 11th April.
