Tim Willis, the chair, called the meeting to order at 3.08pm.
Correction: the steering group is Carpenters Connect and no longer Wired Up.
Richard Stubbs outlined progress on the setting up of the video coverage for the Stratford City site. Likely that Newham.net would be given consultancy and implementation work. The camera would not be able to film any residential properties on the estate and the distances were such that no clear facial pictures will be shown.
Richard Overton reported that apart from a small fault, which had since been sorted, everything is running smoothly. More NHS video films are now on the system. An appointment still needs to be sorted to do work at school. Richard is working on a means whereby residents could create their own web site using the set top box.
John Defoe would be going off with a set top box to see if it could be made to work outside the estate at the Council’s offices in Bridge Road. If this is achieved the plan is to install a set top box in the Mayor’s office that will be able to be used to access the Carpenters Connect service.
The kiosks are now not working as a result of the license for the browser software having expired, it was hoped that there would be a way around this problem as the annual licence requirement had been overlooked when the kiosks were bought.
BT is to lay fibre cable into Learn Direct Centre, we would like to ask them if a cable could be blown into the Police Station at the same time so that a connection could be made.
CCTV – Questions on how it would work on Aubrey Moore Point on Abbey Road. Unfortunately it is not known, as there is no knowledge of progress with fibre connection to the block. It is known that there has been difficulty getting consent to lay fibre across the sewer (aka Greenway)
Completed Master plan’s Films, and is now talking with Community Forum so as to do some video films for them. Financially, everything looks good until January.
A birthday bash is being organised. This will take place on Friday 28th November at the Carpenter’s and Docklands Centre. DJ, T-Shirts, Food, Balloons, Publicity are in place. Hopefully, it would be a nice party.
Unfortunately the Carpenters & Docklands Centre is not registered for VAT. This means 17.5% will be lost on purchases made. This is potentially a problem with payment for Nicola and James’ time as they are paid by the Media Trust who have to charge VAT on their costs. Bids we have applied for include:
This bid is going for assessment on 20th November. It is absolutely critical to the future of the project as all other bids depend on it. If it is not successful then Carpenters Connect will come to a close in March ’04.
This would be matched by the C&D Centre’s SRB bid for Home2Home.Bid being submitted via Newham College.
Computers would be reconditioned and sold / given away to residents. There would be a limit to the number of computers to be given away. The Council would provide us with the computers to be reconditioned.
Would fund disabled access to new music workshop, very likely to get the money.
This has been approved and it is necessary for training work to start as soon as possible.
This application for a video about the Judo Club was rejected as apparently there was no child protection in the bid. Lorraine will find out why.
Now looking at the nationwide aspect of the system, i.e. how to take the ideas and technology underlying Carpenters Connect elsewhere. A third meeting between Newham Council, Newham.net and IBM will be held on Friday. There is a strong likelihood that we would work together. This will give us the credibility if we could work with such a big company. A number of other organisations have also indicated their willingness to join, like City of London, Westminster Council. But we would not know if we get the funding until around February.
We need to complete the final outputs and spend on this project.
No payment yet for any of TV related consultancy in spite of a great deal of meeings and visits. Hopefully the Corporation of London will confirm the work they have asked us to do before Christmas.

Richard Stubbs’ paper on employment issues was discussed. An initial discussion of working towards Home 2 Home being jointly run by the TMO and C&D Centre was held. In order to move forwards Home 2 Home needs to be legally established. The role of The Media Trust and Newham.net would be to become contractors for Home 2 Home. This could only work if we got all the funding envisaged.
The meeting was rounded up at 4,20p.m.
