1.12 Briefly describe the project and summarise what it will to achieve
| Newham Council is supporting the development of a cross sector telematics
partnership known as Newham Online. This partnership involves the Council, University of
East London, Newham College of Further Education, Newham Recorder, Aston Charities Trust
and many other organisations using telematics at the local level. The development of a
Newham Gateway has been identified as the top priority by the partnership. This project will co-ordinate the development of the Newham Gateway and extranet, a task that will require input and support from all the Newham Online partners. The Gateway will provide easy access to local information and services and will also provide access to the Newham extranet and the public information and online communication and development space it will provide. The project will support the development of networks of local businesses, networking between local business, Council, academic and voluntary sectors, provide models of best practice and access to the tools and expertise needed for local SME's to trade electronically. It will provide an online shop window for Newham as a whole whilst paying special attention to the promotion of SME's in Newham's Business Opportunity and Objective 2 particularly those operating in the telematics and media industries. The main work is the co-ordination of the information flows and networks needed to obtain, structure, present and maintain the information content. Much of this relates to obtaining commitment and understanding from people and organisations as well as persuading the technology to deliver what is intended. 2. STRATEGY
2.1 Describe how the project will meet the strategic aims and objectives of the Objective 2 SPD for East London and the Lee Valley.
| The Newham Gateway and extranet project aims to create the conditions in
which existing economic activity may be sustained, developed and expanded by making it
easier for local people to buy goods and services locally. It will achieve this through
developing an online space that is easy to use, secure and trusted in which people will be
able to find information, communicate, learn, have fun, experiment and trade. It will help
SMEs to protect and develop their local markets whilst acquiring the skills needed to
compete in the information age. Newham Online's unique cross sector telematics development will attract, support and sustain increased investment particularly by companies in the technology and media industries. The involvement of the schools, youth service, college, university, TEC, voluntary sector training organisations, and adult education in the partnership will make it easier for local people to locate sources of training and expertise that meets their needs. |
2.2 How will the project meet the strategic aims of the Priority and the relevant Measure
| The project will raise awareness of the Information Society and encourage and support increased uptake and commercial application of advanced telematics by SMEs through provision of a supportive environment and the development of an online local market place. |
2.3 Summarise the evidence of market need which supports the proposed project.
| . According to FIND/SVP 51% of US internet users use the Internet to
access local information only and by the end of '98 this will be a local market of around
24 million people. Forrester Research forecasts that the market on the Net will be worth
$327,000 million in the year 2000 compared to $8,000 million in '97. A recent ITU report
forecasts 300 million "cybernauts" in the year 2000. BT estimates that by 2003
over 50% of UK households will have Internet access, many through set top boxes. The development of the Net in the US supported the development of local online services and local connectivity as it was based on a myriad of local Internet Service Providers. This pattern will not be repeated in the UK unless it is actively promoted, as the economic and technical reasons for the US pattern of development do not apply. It can be argued that for the UK the deployment of ICTs is equivalent to building roads for import penetration from US warehouses to individual consumers with credit cards and set top boxes. Given US dominance in hardware, software and online commerce this is not easy to ridicule and the threat that online companies such as amazon.com pose to local trading is already real. The development of online commerce at the local level in the UK will require the development of the physical infrastructure, the ability to use it and the desire to use it. The intention of this project is to create an online space that most local people will choose to use when logging on to the Net thereby fulfilling a necessary role in the development of a local online market. |
3 SYNERGY
3.1 Explain any links that this application has with current or proposed ESF projects within the Objective 2 area.
| The Newham Gateway and extranet project has synergy with all other local telematics projects in that it aims to provide local people with a first point of access to all local services and information as well as sign-posting key external sources. It also aims to provide a shop window for Newham to the rest of the world. The project will build on the development of the East London and Lee Valley Teleregion and provide an example of how a local network can fit into a wider regional context. The opportunity to develop local expertise and products based on the broadband technology offered by the Teleregion will be a prime focus. |
3.2 Detail the links between this project and other EU schemes or non- ER schemes or projects within the Programme area e.g. SRB, DTI, Community Initiatives.
At the national level the development has synergy with the DTI supported UK Communities Online initiative and the private sector lead UK Internet Gateway which is applying for support under ESPRIT. At the global level we are in liaison with World Wide Electronic Trading.

6.1 Please comment on the sustainability of the project outputs, once the grant you are requesting, has expired.
| The Newham Gateway and extranet will be capable of continuing without public finance once critical mass has been achieved. The Gateway site represents the prime online advertising spot in Newham and could become a substantial revenue source in itself. Similarly if the extranet develops successfully there is the potential for digital planning gain whereby large external companies wishing to develop a space within Digital Newham will be prepared to pay for the privilege. There are many added value online services that can be envisaged the most substantial of which would be collective purchase allied to bill settlement but these will need to wait for widespread acceptance of online commerce. |

7. OTHER ISSUES
7.1 In the event that no, or a lower level of, ERDF support is available, what would be the impact on your project?
| This bid is primarily to support the co-ordination of Newham Online's first project and is catalytic in nature. The project will involve many contributions from the partners that are not quantified within this bid, it is also likely to involve private sector contributions in both cash and kind. Without ERDF funds will be unable to fund a Co-ordinator to support the Newham Online partnership in developing the Gateway and extranet and it would be unlikely that the project could proceed successfully. We consider that it will take at least two years to establish the Newham Gateway and extranet, support for a lesser period would put at risk the work carried out in the first year. |
7.2 What experience has your organisation had in managing regeneration projects of a similar nature?
| The Council has extensive experience in managing telematics and
regeneration projects. The most similar project to that envisaged is the Attach project
and Newham Council's intranet, both of which have been managed by Richard Steel who is
leading for the council on this project. The project co-ordinator will be Richard Stubbs who has had 25 years experience of working in economic development and regeneration projects, many of which have been based in Newham and the most recent of which is the European funded St. Luke's Centre.
