Newham Online is based on eMail discussion lists. There are general rules for the use of these lists as well as guidance for those new to online discussion. Each list is run by a list moderator who is responsible for ensuring that the rules are followed and who is expected to act according to agreed guidelines.

Newham Online's "Core" group is made up of people who are responsible for developing or applying Information and Communication Technology strategies within their organisation and whose organisation is based in Newham or provides a significant level of service within the area. The "core" group uses eMail mailing list software to discuss issues. The Core group choose from amongst themselves people who constitute the Steering Group of the partnership who are responsible for managing the work of the partnership between meetings. The Steering Group mailing list archive is available\.
